概要/Outline	「教育行政」を外形的に定義すれば、国・地方公共団体の行政機関(文部科学省や教育委員会・首長など)が公教育に関する事務・事業を管理・執行する営為を意味する概念である。しかし、重要なことは、教育行政は、国民の学習権・教育を受ける権利の保障を基本に行われなければならず、この目的にふさわしく教育行政が組織され運営されなければならない。この講義では、教育行政という営為の目的と内容、教育と教育行政の関係、教育行政における諸機関の関係、そして教育と教育行政をめぐる社会的諸関係について学習する。 "Educational administration" is a concept meaning the administrative agencies of the national and local governments manage and enforce the affairs and business related to public education. However, it is important that educational administration must be based on the security of the students' right to learn and to receive education, and educational administrations must be organized and managed for this purpose. In this lecture, you will learn about the purpose and content of the educational administration, the relation between education and educational administration, the relationship between various institutions in educational administration, and the social relations concerning education and educational administration.
到達目標/Objectives	公教育制度の基本原理を知り、教育行政がそれらの実現にいかなる役割を果たすことが期待されているか、また現実の教育行政にはいかなる問題が指摘されているかを学習する。 公教育制度や教育行政について考察を深めるために必要な各種ツールや関連する各種情報の取得方法を知り、その活用方法を学習する。学習した知識・技能を活用して自己の考えをまとめ発表する。 You will learn the basic principle of the public education system, what kind of role whitch the educational administration plays in their realization, and what problems are pointed out in real educational administration. Also you will learn how to acquire various tools necessary for deepening consideration about the public education system and educational administration and how to acquire various related information and how to use it. Finally you will be expected to summarize the ideas by utilizing learned knowledge and skills.
